Hello Wayne.....

the description you give above is the standard tie-down "eye" for the mutt.
It was used (contrary to urban rumor) to tie the mutt down to pallets,
freight cars etc and NOT used as an airlift eye.
If you haven't seen this type of eye before, it is almost certainly because
all the mutts you have seen before have been USMC variants. The USMC didn't
want a tiedown eye on the wheel hub (they used a different configuration) and
USMC mutts usually had a plain (square-headed) wheel center.

You are correct in mentioning the use of the standard "eye" as a tiedown...
it was also used as a field expedient for winching the vehicle out of swampy
areas etc... (see the TM on Vehicle Recovery Operations) and the Canadian
versions of the M151A2 apparently had an MWO which featured an adapter which
attached to the wheel to enable a self-recovery operation to be performed.
