Out of concern for the privacy of those who are willing to help I've seen it
done as follows:

Anyone who puts their name on the list offering to help out gets a copy of
the list.

It's up to you but be sure to be very clear about how you will distribute
peoples names and addresses. These days it's a sensitive matter.
