This is when you go to court and challenge it with the actual law.
While not of the same scale, I was ticketed for parking my car
outside my then apartment in a small strip of curb that wasn't "no
parking". Myself and several other people were ticketed. The signs
were a little confusing, but if you looked at it and thought about
it, it made sense. Well, my preparation for court was making up a map
of the street and pulling the county ordinance on the no parking
zones. It jibed with my interpretation of the signs. At court myself
and another fellow were the only ones to challenge the tickets. When
he and I both presented our evidence the judge started asking the
officer questions. The officer said that the signs were confusing so
she ticketed us all. The judge looked at her like she was a moron and
dismissed my and the other fellow's cases.
Just because a cop says it's so, don't believe them. Just because
they charge you with violation of what would normally be easily
interpreted code, doesn't mean they are right. Go to court. If it
looks to be expensive, take a lawyer.
