The Naval Binocular Mk 21 was the US Navy equivalent of the Army M15
though they were issued to the US Army as well. They were usually made
by Kollsman a subsidiary of Square D and were substitute standard. I
suspect that the FSSC refers to the type of objective reticule fitted.
