I've studied the bulb book. There is only one dual filament indexed type of
bulb for 24V, analogous to the basic 1157 type bulb, problem is the high and
low intensity filaments are reversed.

You could seperate your stop/turn and tail lights with seperate units,
meaning seperate bulbs or I'd seriously concider replacing the tail and
clearance lights with the higher voltage LED units, they run on 8 to 32
volts, the only thing you'd need is an adapter cord or plug, the trailer
lights would work with either 12 or 24 volt without modification.
