There is such a technology available in most large urban areas in the US.
The original company was "LoJack" and they started out in Boston about
12 years ago IIRC. There are probably other companies doing this now.
Having such a device lowers your car insurance as there is a high
success rate of not only getting the car back but getting the car back
with the criminal still in it :-) There was one case in the town next to
where I grew up where some idiot claimed his new car was stolen after he
found he couldn't make the payments on it. The police found it in his
backyard under a tarp. The moron didn't know that his car came standard
with LoJack :-) Needless to say he was charged with some pretty hefty crimes!
However, I doubt the military is using these as standard equipment. In
some areas, perhaps Italy, they have had enough problems that they needed
to install these devices. First I have heard of it.
