It doesn't have to be in mint condition. It should be in good driveable,
safe condition.It must be 25 or more years old.You will need to provide 4
photos of the vehicle to PennDot. front, rear each side.I recommend that it
doesn't have big patches of primer or rust that are obvious in the photos.
The reason that your vehicle need not be mint is that there are many
original, unrestored vehicles out there. Brian in Pa with a nice but not
mint M211 in Pa.
