I went thru this before and here is what I learned:
If the outer axle seal is bad, the drum is oily and the inner wheel has
90wt collecting. The inner seal is basically a dust seal.
I went thru 4 NOS outer seals (and all the work x4 to remove the hub, clean
the bearings, repack them, re-install the hub , etc.) from Memphis
equipment on one side and they never would seal. The right side sealed but
the left wouldn't. I finally got a lead on new seals manufactured by
Meritor (who took over Rockwell I guess) . Sam Winer Motors can get this
for you but the cost 4x as much. It is worth it. The new seal I got was 20
thousandths thicker at the seal edge and that is all the difference needed
on my M35A2 to seal or not to seal.
Also, I recommend you use some RTV around the keyway cork seal as well.
