I was also in Korea in 1978.
The replacement parts system at that time was broken, period.
Authorised and unauthorised canibilazion was used to try and keep enough of
our tracks up
to just train. We waited 4 months for a replacement pack for my M113.
Eventually it arrived and I, the driver did most of the install.
The company mechanics were there to help lower it in place.
Since then I've worked at the DS and GS level. On occasion parts get
borrowed to send a M1 tank back out to the range so a crew can complete
firing table VIII. When training time is limited do I tell them no qual this
year because the fire control is broke and we won't get the parts until next
month ?
Or do I borrow bits from a track with a bad pack so a crew can qual ?
It comes down to Money, Uncle sugar DOES NOT have an unlimited supply. I
have gone to an annual training with a $20K parts budget. For a armor BN
plus a Cav troop.
Consider that a M1 pack costs in excess of $500K.
The TAMMS system is a good start but like any system at times you have to
step outside it to get the job done.
