Not common. You call them "permits"...are you speaking of interstate operating authority, multi-state apportioned registration or what? You can also be put out of service without the required operating authority

A cautionary note about retrofitting with LED's...make sure you still have reflectors in place after you do this...come old light assemblies incorporate the required reflector in the lens and when guys replace them with LED's...guess what..no reflectors!
