I looked into this - Tennessee requirements are very similar to this --
catch comes when you talk about insurance - very, expensive - for if you get
considered an auto dealer of any kind insurance company takes stand that you
are going to let general public "test drive" autos, and one of the state
requirements is proper insurance.
