caught the guy red handed - he claimed someone stole his Ebay ID, and
tried to sell the boat that he "almost" did purchase.... on and on and
on...

If no money has changed hands or the amounts are small (<$100), then
forget it. I pointed out the sailboat fraud - I even found and talked
to the guy he "almost" bought the sailboat from. Ebay said that since
no money changed hands they would do nothing and that I should be
careful!?!?
only thing that works is the sellers rating. If the guy is an absolute
liar, he won't last. But relying on Ebay to "protect" you - now that is
a laugh! They watch out for themselves and that is about it.
For most sellers, if they have a 200+ positive feedback, then they are
pretty upfront people and you can pretty much safely deal with them
offline or on. It really doesn't matter IMO.
