Basically, The Military under-rates everything.
A standard M35 2-1/2 ton truck is rated to carry 5 tons on graded
or highway roads. It is rated for 2-1/2 tons on unimproved roads
or cross country travel.
The same for the M39 or M54 5 ton series. They can carry 10 tons
highway and 5 tons cross country.

If the tank is original, your truck is a M50. It was fitted with a
tank of the gallonage you describe.
The fuel trucks (M49) actually had a 1200 gallon tank due to the lighter
weight of gasoline or diesel compared to water.
So, your water truck is designed to carry approx 500 gallons when
traveling cross country or a full 1000 gallons on improved roads.
