We have had to deal with similar problems running 12v lights and radios off
our 24v Humber Pig. The charging system is sensing the current from the
battery without theuneven load (with the CB). It fools the system into
thinking that both batteries as a unit are fully charged.

We installed a heavy duty 24v to 12 v 50 amp converter from Numarr
industries. This unit was about $700. J.C. Whitney sells a 25 amp unit for
$150, and a also a 10 and 5 amp unit. The 5 amp unit is about $40, and should
be plenty if you are running just a 5 watt CB. This will draw power equally
from both batteries. You can also get an automatic power drain switch, which
will shut off power to your CB if the batteries reach a minimum voltage.
This ensures that there will always be sufficient juice to start the vehicle,
even if you leave the CB on.
