I have had this problem on my CCKW's and Chevy's. Unless the Bendix is bad, the
problem is usually that the yoke that moves the bendix gear is worn to the point
that (as it sits in a V groove in the Bendix). It engages the starter electrical
contact before the Bendix is into the flywheel. If this is the case, you can
replace the yoke, or I have had great results squeezing the yoke together so
that it sits more centered in the V groove and does not allow a lot of slop. You
must make sure that there is absolutely no binding if you do this. Sometimes,
the pins on the yoke that engage the Bendix V grove are worn too bad.
