As far as the military registry number, not in all cases does it start with
a 2. On my M38A1, it is, USMC 190356. And my M135 is USA 41121046. It
probably depends on the branch of service and the size of the vehicle. It
is not too hard to recover the numbers, provided you are careful and it
hasn't been sandblasted. What you do with the numbers after that is another
issue. Finding info on a 1950's M-series vehicle, as to where it was
stationed, units, etc., is next to impossible unless you have some more to
go with. If it has the original bumper or bumperettes, you can get the unit
info, and may get a better idea of its history and a close date of delivery,
maybe.

Have you checked your carb? It sounds like your float needle valve is not
allowing fuel into the carb. A rebuild may be in order.

The plate behind the passenger seat is the manufactures' serial number
which
will also appear on the data plate on the dash. The military registry
number
would be found in the hood and will begin with a "2" indicating a wheeled
vehicle.
