Painting an MV (a nice job) is really no different than painting any
other truck. The difference is in the finish coat. Check out any
sizable bookstore on car and truck painting and you can get a wealth of
information there. Also, find a paint supplier and ask what they
recommend for surface prep. Often they will be quite detailed in their
recommendations, other times not. Typically, if you want to do a
lasting job, 'all' rust has to be removed.

Sandblasting is my preferred way of getting the rust off, but it's a
nasty job. However it is quite effective and not very expensive.
Another method of removing significant amounts of rust is to have it
done by a commercial stripping/rust removal company. That's probably
the easiest way to do it but it can be expensive. If you don't have a
ton of rust and it is largely light surface rust, you can sand off most
of it and etch the rest. Check out the books in the bookstore and the
libraries. Personally I'm partial to epoxy primers. If you sandblast,
apply self etching two part epoxy primer, apply surfacing primer, sand
it smooth and then apply a finish coat, you can hardly go wrong. Not
the cheapest way to do it, but I live in the rust belt!
