I'm sure that you can put it back together and it might start the engine,
but the output torque of the starter will be a lot lower than it should
be. Personally I wouldn't waste my time unless you have no easy
alternative.

I'd find a starter/alternator rebuild shop and take everthing that you
have to them and tell them what you need. They may be able to either
salvage the 12 volt armature and rewind it or rewind the 24 volt armature
for 12 volts. Won't a starter from an AMC J pickup fit into that
application? Or was was the mil engine different?
