9.00X16 is the same to the tire store as 900x16. This is not really a
military size, it is a standard tire size, military and civilian. The tire
sizes you mention with the P's and R's and the large #'s like 245R 16 are the
modern method of sizing tires. By the way, the R designates radial
construction, a P if present would indicate passenger car tire, the 16 is the
wheel size.
I seem to remember reading somewhere that you cannot use tubes made for bias
ply tires in redials, but I don't know if the reverse is true.
