The paper form which is included in the catalog does not appear to
have any provision for floating bids. Although the instructions for
the on-line bidding form state that floating bids can be placed, the
form won't let you: "floating" is not one of the available choices in
the "bid type" field. I called the DRMS support number, and the lady
who helped me was under the impression that they no longer allowed
floating bids. She asked around in the back office, and decided that
they were OK, and said I could just attach a note to the paper bid
form describing what I wanted to do. However, a careful perusal of the
terms in the catalog for sale 31-9364, as well as the Sale By
Reference pamphlet, suggests that floating bids will not be honored.
Because the instructions explicitly state that only printed
information is valid, and verbal instructions may be wrong, I assume
that I cannot place a floating bid in the next DRMO auction, despite
what the tech support lady told me. I guess I'll need to bid on
several trucks, and be prepared to dispose of extra trucks if I win
too many bids... I may be able to afford and store two of them, but
three would be a problem!
I haven't participated in a DRMS auction yet (I hope that 31-9364 will
be my first!), but I suggest that y'all *carefully* read both the
official catalog (which can be downloaded from www.drms.com as a PDF
file) and the Sale By Reference pamphlet (also available from the DRMS
site). They clearly spell out the requirement for the End Use
Certificate, if you manage to wade through all of the verbiage.
I hope I manage to avoid all of the confusion that a lot of folks have
reported after participating in DRMS auctions!
P.S.: I spell "y'all" incorrectly with an apostrophe, because I'm a
dumb Westerner. :-)
