I believe that there are some instances when a vehicle, because of unit, =
mission, etc.. would not have had the stars applied. My 51 M-135 (US Army =
41121046) never had stars on it, yet all other markings are intact, hood =
number, units, tire pressure, fuel fill, etc. I know it's quite a bit =
earlier than the vehicles you are discussing, but an example. Still in =
the military, I know that there are things done that don't follow the TM, =
FM, or whatever. Just my two cents.

Maybe you need to quote #to U S Army for I have three vehicles that came
from DRMO sales that do not have stars. I am a firm believer that what I
see sujperseeds what is in manual
