If it has wound fields, like most starters do, then this is true. A
permanent magnet starter motor will reverse if the polarity is reversed.
Many small starter motors are PM motors these days. Of course if it spins
backwards then it really doesn't matter because either the drive will not
come out, or if the drive is pushed out via a solenoid then it still will
not turn over the engine because of the overrunning clutch.

All you have to do is seperate the field from the armature and then only
reverse polarity on one of them. However this may not be as easy as it sounds.
