Hi Buck...
Sorry that MILDOCS didn't have information on the Cletrac, but the
ETMs are mostly newer ones.
Now, I'm no expert on tracked MVs, but here are a few possible ideas:
o Jack up one side with a big bottle jack so the track is off the
ground (CAREFULLY...stay out from under it!!!), and see if you can
budge the track to rotate at all (crow bar, lever bar without damaging
track or drive wheels), then repeat for the other side? Does it spin
at all? I'm not sure if a tractor in good condition can allow the
track to spin like this, so if I'm wrong than someone will let me
know. ;) If you can spin the track, this might tell you if one side
or the other is locked up or they are both locked up (or just seized).
The problem might be one of the support or drive wheels.
o If one side or the other is seized, is there a drive hub in the
drive wheel that could be removed (like removing the front axle hub on
a deuce to eliminate front wheel drive)? If the drive train is what
is holding it from rolling, this would free it up.
o Here is a link to a site dedicated to Cletracs...maybe you could
find an expert there to help you faster?
