Frank,
This is a valid concern. The "tweaks" I suggested are well within the
design limitations of an M35A2. In fact, they all take advantage of
standard components and/or settings on the truck.
I wouldn't be comfortable driving one of these trucks at 70 mph without new,
radial tires. At that point, I would probably want air brakes and power
steering, but both of these woudl be conveniences, not safety measures.

Just my $.02,
I would counsel everyone to operate our HMV's the way they were designed.
They are engineered for optimum performance within specific perameters;
with safety a prime concern. By increasing top-end speed you could
exceed safe steering and over-run the brake system.
Just food for thought.
